I don't know, but the little mermaid (forgot her name) seemed to be shocked by the sight of him.
I knew it! I knew he had something to do with all this! It's the guy with the hurt leg that jumped over the fence in Ep 1, with the patch over his knee, waiting in line with Gren outside the office. (also in the first Ep). Wee!
The guy in this shot isn't the same as the red-haired guy seen in the line-up in episode one, mainl;y due to the difference in hairstyle, nose, chin and cap. They just might know each other, though.
Not talking about the ginger guy, but the guy that was next to him wearing the hat.

Damn good spot I missed that in my first playthrough but I think it's tiny tim he was in episode 1 waiting in the line with gren and the mysterious orange hair guy. The guy in the backseat is the crooked man I think
The guy in the back is certainly the crooked man, however, I wonder how relevant this guy with the cap is going to be, I assume it's purposeful that you can see him for the few frames!
