I hope he appears, he seems like a good character that you can have a good talk with. I certainly wished that Bigby talked more with him back in Episode 1.
Well we haven't actually been back to Bigby's apartment since episode 1 and that's where Colin spend all his time. In the episode 4 preview we see Bigby, Snow and Dr Swineheart in Bigby's apartment so that is most likely when he shows up.
