Remember all the interest there was in that theory? I was just thinking about Episode One and that usettling meeting with him in the hallway with Snow.
Maybe the frequency of his appearances simply was down to Telltale only having a few civilian models after all? He just seemed so suspicious...we'll probably never know because it seems like anything to do with him has been cut.
Makes you wonder though what might have been though, doesn't it?

He is "the boy who cried wolf" shortly "cryer", so he propably has pretty important role in the game. Episode 5 is named;"cry wolf" so he could even be the killer.

Yeah that's a good question. Cryer was standing next to Tiny Tim outside crane's office, so if Tiny tim is working for the crooked man, maybe cryer is working for him too.
I thought he was just a re-used character model and I believe he is seen in two places in the same scene somewhere.
I thought so too but it seems he is both maybe?

Usually when telltale reuse models they change something but they didn't for cryer
