I think it's a glamour for anywhere outside the bar. I mean, before Dee and Dum crash the funeral, both of his eyes are there and before coming into the Business Office in Episode 1 he also has both eyes. I think the only place where he doesn't have to glamour is Holly's bar.

Maybe it was a glamour? He wanted to look human when he visited the office. or just a huge oversight on Telltale's part.

His eyes were like that before the fight. When Bigby gets up to talk to Woodsman and Gren stops him, he turns and haves the eye
Maybe when Bigby clawed his eye, it became permanent like the arm.

Yes, you're right. The more angry Beast, Gren or Bigby etc.. get they transform to there real form.
