I think he actually has to kill her. Didn`t she bragged about her murders? And even if it happened in the past, i doubt she signed any document of forgiveness when coming to Fabletown.
She doesn't appear in the comics and isn't protected by canon and telltale have given us enough reasons to hate her just like we did with carver in the Twd im fairly certain we will be able to kill her.

Nah, the way I see it, they're going to hug, make up, and ride one of those swan boats across one of the lakes in Central Park. Snow will be so jealous.
Eventually, i think he'll either kill her, throw her down the Witching Well, or keep her prisoner. Dunno why he'd do the latter, though. I imagine he'll have the final showdown with her in the last episode.

As for BM being persecuted for the murders she bragged about, killing "mundies" isn't strictly illegal by Fabletown law as long as it doesn't draw attention to the existence of Fables. Hanzel pretty much single-handedly conducted the Witch Craze in Europe, gleefully burning thousands of innocent women to death while the Fabletown government (Crane, at the time) deemed it irrelevant since it didn't directly affect Fabletown itself, and welcomed him back with open arms after things calmed down a little. It wasn't until he killed another Fable that he had to flee back to the Homelands.
On the other hand, BM sicked the Tweedles on the Sheriff and shot him with a lethal weapon(the silver bullet) on the open street where any unfortunate mundy could have seen, and then intended to kill him until she was called off, but not before kidnapping a suspect. For that, she absolutely must die, along with the Tweedles, at least by Fabletown convention. The only question is whether Bigby will personally tear them apart and reinforce his authority in Fabletown, or give them over to Snow for trial and execution to reinforce hers.

'Yo dawg, I heard you don't like murdering in your community, so I murdered 2 fables so that there would stop being murders in your community by murderous murderers.'
Oh yes. Hmmm, she likes relish, mustard, and shredded tomato on her hot dog, luckily for me, I just so happened to- ...shit. The damn vendor forgot to put on the mustard! And she's waiting right there! Well, looks like I'm going to risk it.

Ughh... too late, she probably would've drowned me in one of the lakes if I did, so I did what a brave Fable would do and went with it. Got my right pinky chopped off in the process, but that's okay, lost a lot of blood though... (passes out)

I don't think he'll kill her. I mean, we just killed Dum (optional). I think if Bigby kills again, they'll save it for Episode 5, when you get the choice whether or not to kill the murderer (who I don't think will be Mary).
