Going by the comic lore, if Bigby comes back, he will be up there in pure power (due to his prophecy and what it entails). Frau is defiantly strong, thus should be up there with Bigby. The North Wind was very strong...In just the game, I would say that Bigby and Beast are the strongest.
I'm pretty sure until the spell effecting him is adjusted he doesn't have control over it. In March of The Wooden Soldiers Beast and Charming have to piss Beauty off so he can transform.
The Adversary is also stated to be a powerful sorceror in his own right. I doubt he's on the same level as Totenkinder and possibly not even Ozma.

All the protection spells cast upon him were by other sorcerers. He needed the magical forest and the help of the Blue Fairy to make his puppets.
Yeah, that's the Telltale game though and not the comic itself as Telltale have most likely for reasons of not making him a boring invincible hero have nerfed Bigby in the game.

I don't mean in the game, but in the comics when they are under the influence of Mister Dark. When the women step in, Beast (and Bigby) calms down, even though fully transformed. So there is control to some extent. Ofcourse there is no one better at calming him down than Beauty.
Beast seems weaker than Bigby in the game (both started transforming, Bigby didn't wanted to fight but still got the upper hand fairly easily). Besides, Beast seems somewhat dumb, and someone of very weak personality. "Buh-huh, I couldn't find work that paid well enough for me and wifey to live like nobility, so I had to become an errand boy for Crooky... Now wifey got loans and we are in trouble. Please help us, oh mr. sheriff". What a little bitch.
