In the end of part 3 and the beginning recap of part 4 ( A crooked mile / in sheep's clothing.) who is the queen, Bloody Mary mentioned to sheriff bigby? Is she a new character in fable town?

I thought it was Snow. The fact that she was just talking about how they are going to have a good relationship makes me pretty sure that Mry was referring to the fact that Snow is now the "leader" of Fabletown.

Queen Mary the first (Mary I of England) is the woman/queen the Bloody Mary legend originated from. She might've referred to herself..

My best guess? The Queen of Hears! Think about it...Dum and Dee (she was in the same fairytale as them, Alice in the Wonderland), the decapitated heads (in the fairytale, she cuts the head of everyone that annoys her, yelling "Off with the head").
yes, yes she is. technically anyway. disney's snow queen was radically different than the real snow queen story, which fables took the material from.
The Queen of Hearts sounds like a good guess.
This. This this this. I thought this initially when playing it and didn't give a second thought to the idea of an actual Queen running the show. No way they'd try to introduce ANOTHER villain in the final episode.
