Even if she seems to be overreacting sometimes(when she tells us to burn Greenleaf's tree even if she's not technically doing anything illegal) she wants what's best for Fabletown(even if this means that those who can't buy expensive glamours have to go to the Farm).

I do find her annoying but I still like her as a character. In the grand scheme of things, she is still a good person. I think even though she can be a good leader, her decision are sometimes irresponsibly lead by her emotions (like with Greenleaf if you disagree with her and hire her). But she does care about people. I agree she is hard on Bigby.

3) Snow is emotionless because she never shows any emotion. Like toad says, "She's like talking to a brick wall." She sits straight up in her chair in her sexless, conservative suit. She is "all business". We know she doesn't care about helping poor fables because they say she doesn't. The guy in the bar said that he reported the troll girl missing a week ago and nothing happened. Poor girls disappearing isn't important. People are all lined up outside her office. And most of all, she doesn't come on to or even smile at Bigby.
