MY THEORY ON THE MURDERER
Note: This is my theory. This doesn't mean it is the actual ending, just taking a guess. Feel free to put your opinions in the comments.
- Remember when Nerissa stopped by Bigby's office? One of the options in their conversation was when Bigby said (something along the lines of) 'You knew Crane wasn't the killer. You sent me to the Open Arms to find somebody else." Let's see...who did we meet? Beast of course. It didn't make any sense why he would be at the Open Arms in the first place. When Bigby and Beast got into a fight, it avoided the real question. How did he get there?
If he followed Beauty to work, why did he arrive just then? He would have arrived earlier when she started her shift and confronted her about it. Perhaps he was spying on Beauty, and put on an act when he bumped into Beauty and Bigby, but that seems highly unlikely.
Somehow, Nerissa knew about Beast, which is why she directed Bigby to the Open Arms. Beast must have been a regular visitor to the Pudding'n'Pie. Maybe Beast is the Mr X we heard about in Episode 2? He must have used a glamor, or kept it a secret between him and George, which would explain how Nerissa found out.
What was Beast doing at the Open Arms? Who knows? Some twisted shit? I don't believe he went in to get some action from some prostitutes, because he does seem like a loyal husband. If so, he must have actually been surprised when he bumped into Beauty and Bigby, meaning the whole fight was based on true emotions. How cute.
Right before Nerissa left, she said 'You should go onto your next business. I don't think you'll be wasting your time." She said this right after Snow said Beauty and Beast had called. Yet another 'These lips are sealed' message being sent to Bigby. She knew going to Beast's would led him further to the final culprit.
Nerissa also mentioned looking out for Bigby's friends. This message is trying to say, know who your friends are. Obviously, she considers Beast a friend of Bigby, as he isn't a suspect to him.
In the end, Nerissa is incredibly clever and Beast is a murderer.

i tell you what, i got out of hotel to find snow in beginning ep3 and suddenly tweedles popup there from nowhere and told bigby "a little bird said you are after crane" now see who knew it? only beauty and the beast and they told tweedles about me catching crane, beast is involved im 100% sure.
If Beast was a regular at the Pudding n' Pie, then he would have known Beauty worked at the Open Arms and she would have known he was a regular. Both were surprised to see the other. Their reactions were too genuine to be an act for Bigby. Why pretend they didn't know in front of Bigby anyway?
There's also no indication that Beast knew either Faith or Lily before the murders. It'd be a terrible twist for Telltale to have someone not connected to either woman be the killer. Beauty's more likely to be the killer than Beast is since she knew both women through work, but I doubt it's her.
Nerissa likely told Bigby to go to Beast's and Beauty's because she knew they were involved with the Crooked Man and would likely be getting a call from him soon.
Beast wanted to find Beauty. How hard is it to believe maybe he just asked the right person who told him to check the Open Arms? Fabletown is only so large anyway and there's only so many places Beauty can work. Beast could have also been looking for Beauty for quite a while before the game starts and finally decided to check the Open Arms. It's always the last place you look.
That's an interesting conclusion you have there. Yay logic!
Don't forget that Crane was watching Bigby through the magic mirror. After that we heard that Crane called Greenleaf right away. Most likely he or she told the tweedles what happened back at the open arms.
I'm gonna take a guess as well and say that Crane also might have send Beast to the open arms in order to stall Bigby.
Beast can't be the murderer as he is in the comics and he isn't evil. I think that the real killer will only be revealed in episode 5.
well he aint evil but seeing how desperate they were for money and beast didnt wanted beauty to do something like that i wont be surprised if beast was somehow involved in that to earn a dividend.
I like the theory OP. it surely fits. We know he works for the crooked man delivering packages (glamours) and they were hard up on money. They owed a lot of money to the crooked man. Its feasible that the crooked man would shave a lot of money off the debt to have him kill. I still don't think its beast though or beauty for that matter just a gut feeling. But your logic does make sense.
