Wolf Among us unable to start correctly

Recently bought this game on steam. I'm running windows 8 (Upgraded to 8.1 during this issue, no change).

When I try to launch the game through steam, absolutely nothing happens. When I try to launch the game through the exe, I get an application error:

"The application was unable to start correctly (0xc000007b). Click OK to close the application."

Here's a list of stuff I have tried:
-verifying the game cache on steam multiple times
-Deleting and reinstalling the game on steam multiple times
-downloading the dinput8.dll file from another source and putting it in the game folder
-Unplugging my usb mouse
-Disabling my avast antivirus
-Running the game in windows 98/me compatibility mode
-Probably a few other things I can't recall

    This is usually related to an incomplete or corrupt download file. I recommend uninstalling and reinstalling the game. If you have already tried this, please try uninstalling the game, then changing the download region from which your update is coming from. To do this, please click View on the top left of the Steam window, and click Settings from the drop down menu. Once the Settings window is open, click on the Downloads tab, and under the Download Region section, try switching to a different region using the drop down menu. Then close the Settings window, and restart Steam before attempting the update again.

    My apologies. Can you please clarify if you have Steam Beta Participation Enabled? If so, please try disabling it by clicking Steam at the top right of the Steam Window, and then clicking Settings. Then inside the Settings window, click on the Account tab, and under the Beta Participation section click 'Change...' and make sure 'NONE - Opt out of all beta programs' is selected from the drop down tab.

    Then start the game, and see if you are able to start the game.

    I apologize for the inconvenience. Below are a few more possible solutions (You may have tried a few of these, but I will post all of the potential solutions to resolve the issue below):

    1) Ensure you have the latest drivers for both your graphics card, and your computer’s BIOS

    2) Restart your system

    3) Unplug your gamepad (and all other USB devices other than keyboard/mouse) and plug in headphones to the audio out jack.

    4) Verify your cache if you purchased through Steam (https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335)

    5) Run the game as admin

    6) Run the game in compatibility mode (right click on game, click properties, click compatibility tab , and we recommend running the game in Windows 98/ME ) (We recommend Windows 98/ME)

    7) Reinstall the game

    8) Make sure that the Steam application is not set to a compatibility mode (right click on steam and click properties, then check compatibility, and make sure that it is not checked to play in a different OS)

    9) Disable Steam Overlay, if you purchased through Steam (http://forums.steampowered.com/forums/showthread.php?t=3168263)
