Please try opening the Google Play App Store, and make sure you have updated the game application to the latest version. If there is a newer version, please update the app. Then start the app, and Episode 4 should become available to download.
For me, it's available now. The app was already up to date. What I ended up having to do was, basically, just wait for it to become available. Throughout the day, I kept exiting the app and starting it again, until it finally said "download."
