Your not a avatar fan I guess, I will try to explain. No it isn't a bear and it isn't starved. Both in Avatar: last airbender and Legend of Korra (both are western animated tv shows. the last air bender was the original, and Legend of Korra was written afterwards as a spin off with new characters.) the writers combine two real life animals and combined those animal features to create a fictional animal the viewers would see. Most animals on the show are like that. The bear that you see in the gif is called "Naga", on the show it is stated that she is a "Polar bear dog". The animators combined a Polar Bear and a Dog's looks together and that is the result. Naga is a character on Legend of Korra and no she isn't staved she is animated to look like that in all 4 seasons, for the character that is normal.
the human characters are: Avatar Korra (dark skin dress in blue and white), Tenzin ( the older adult with beard dressed in red and yellow robes), and the children are Meelo, Ikki, and Jinora.
telltale are at it again and that first episode was so awesome people need to give it a chance oh and the episode was 2 hours telltale are finally listening
