I apologize, I have one other suggestion for you. Please open the Steam Client and click on Steam at the top left of the window. Then click on Settings from the drop down menu. Then under the Account menu, next to the Beta participation category, click ‘Change…’ and then click on the drop down menu, and click on ‘NONE – Opt out of all beta programs’. Then go back to your Library and start the game, and see if you are able to play.
I am not currently opted into steam beta programs. Thanks for the help though, I am getting a new laptop in 2 weeks so I will be able to try run it on that.

(To uninstall the game from Steam, right-click the game from within Steam Library, and click 'Delete Local Content', then reinstall game.)

@RjShadow After looking over your Support Tool information, it seems that your computer is running below the minimum system requirements to run the game successfully. Where we require a minimum of 512mb of dedicated memory, your computer is currently running at 128mb of dedicated memory. Your computer uses an integrated Intel graphics card, which we do not recommend using for our game, as they tend to run under minimum specs. I recommend either trying to update your current graphics card's drivers to the latest version, and see if you are able to play, or try playing the game on a computer above minimum system requirements if you have the ability to. My apologies for any difficulties this may cause you.
After looking over your support tool information, you should be able to play the game successfully. Below are a few possible solutions (You may have tried a few of these, but I will post all of the potential solutions below):
1) Ensure you have the latest drivers for both your graphics card, and your computer’s BIOS
2) Restart your system
3) Unplug your gamepad (and all other USB devices other than keyboard/mouse) and plug in headphones to the audio out jack.
6) Run the game in compatibility mode (right click on game’s icon, click properties, click compatibility tab , and we recommend running the game in Windows 98/ME ) (We recommend Windows 98/ME)
7) Reinstall the game
8) Make sure that the Steam application is not set to a compatibility mode (right click on steam and click properties, then check compatibility, and make sure that it is not checked to play in a different OS)

Please try reinstalling the game to the default file path. Your file directory for the game should look like this:
