the 5 vs 5 is how the votes for or against Bigby would change now. Snow has the ability since she is already more powerful than any witch on the 13th floor. Snow has the same amount of strength as Rose, if you recall.
And Snow was silent the entire time, as was Cindy (both known to support Bigby). Cole is forced to change his mind, and Rose changes her mind after killing Spratt. That leaves only the 13th floor wanting Bigby dead. Notice that what happens afterwards changes the original decision.
