I'm going to be an ass and say it's not because it's from Max Payne 3, which is kinda shit.
Sorry I hate it so much, one of the worst sequels I've ever played, it gets everything I liked from the previous games wrong, Max's character went in the opposite that his arc went at the end of Max Payne 2, limiting the weapons you can carry makes the shootouts way less fun, the way the shootouts are designed and all those cutscenes which I guess were to make it more cinematic removed pretty much the whole core of the shooting from the previous 2 games, which don't get me wrong they were linear and heavily scripted but due to your arsenal and that there weren't those automatic bullet time moments they felt like you were actually the one doing the cool action scene, MP3 just feels like it wants you to do the action scenes in the exact same way that the director thought looked cool.
And I haven't mentioned how MP3 got the tone wrong and dropped the self-aware angle and ignored the fact that Max Payne was always a parody of the noir genre played straight (But self-aware).
Anyway maybe it's not a bad game but it's a terrible sequel.
