how do I get past that agent at the war room.

    Look around maxs desk and mess around with the holidays on the calendar

    In case that wasn't enough (hints getting more specific):
    You can change the date
    How could you use this to get him to take a vacation?
    Just choosing random holidays won't be enough
    Maybe you could make one of them more relevant?
    Use the ribbon to make him a secretary, make it secretary's day, and tell him to take a vacation
