IS TELLTALE GAMES' OSWALT COBBLEPOT ACTUALLY... (CRAZY THEORY)
Hear me out.
I can't help but feel like Telltale has an incredible opportunity to shake things up with the Batman mythos while they have the license to do so, and this would actually be something that I don't think anyone would see coming. So yes, after discussing elements of Episode one: Realm of Shadows with a friend, we've come to the conclusion that MAYBE, we're all being teased for a big reveal.
And that reveal being...
That Telltale's Oz... could very well become The Joker.
Trippy, I know, but think of the following elements that we know of the character so far:
He and Bruce used to be close, but slowly and surely, over time, they've grown apart and ultimately ended up on opposite sides of the same coin. One wants to change Gotham by striking criminality and save whatever good and integrity is left in the city, and the other wants to change Gotham by ushering a "revolution" of sorts, perhaps in an attempt to bring a better class of criminal. Same end through different means.
When Bruce heads to Oswalt's park, there is a stairway that leads into the gates. You have the option of examining the graffiti on the side wall. Look at the bright, clear colors of the graffiti - Red, Green, and purple. Come on now ;:/
Oswalt's appearance. Slap the purple coat, the white and red makeup on the face and lips, respectively, as well as the green hair, and you can't tell me that he wouldn't look like an alternate, but not farfetched version of The Joker
During the scene when Bruce and Oz discuss Carmine Falcone's impromptu visit at the mansion, Oz uses the following expression: "Falcone made a stack of cash in corpses a mile high, ruining families like mine. All he needs is a little push." If that wasn't a direct reference to the line used by Heath Ledger's Joker in The Dark Knight, then sure - I'm reaching. And I very well could be - Heath's Joker was referring to pushing someone past the fragile doors to madness. But perhaps here, it was the Cobblepot name that decayed over time, and Oz has had it up to here with notions of moral reasoning.
Think of Oz's entrance in the episode; Oz being crazy is an understatement. He goes too far with the thugs, smiles and chuckles at Bruce's cynicism for doing so, all with the smear of blood on his cheek. Speaking of, he licks the tip of his thumb to wipe the blood off of Bruce's face, while his is smeared in it. Opposites.
The Joker has been known to be insane, over the top and theatrical, but also incredibly brilliant. The entire course of the episode made it seem like Carmine Falcone/Mayor Hill was undermining Bruce's family name, but come on now - that was all Oz. It's all part of the plan (sorry for all the TDK references, but they can easily apply here).
The chemicals stolen at the warehouse that Batman was investigating? You guessed it - Oz. All of it was concocted to undermine Falcone (leaving the white rose, and his own men to die) to lead the cops, and Batman, at a completely different direction. Also, think of the chemicals themselves - it drove the people affected psychotic. Crazy. Out of control. That's a lingering plot thread I'm sure will come to light eventually, but if Oz had something to do with that as well, and he's already borderline crazy, my mathematical formula would appear as follows:
Oz + unknown psychosis-inducing chemical agent(freak accident) = Telltale's Joker.
Be honest. You're starting to think it's a possibility

A popular Joker origin, The Killing Joke, depicted a desperate man wearing a mask as well (Red Hood) before the accident that turned him into the clown prince of crime.
Masks, façades, have always been a running theme in Batman stories - a truth underneath a lie. It's even more evident in the Nolan films as well (Henry Ducard = Ra's Al Ghul, Harvey Dent saying "Why should I hide... who I am" after the accident that turned him into Two-Face, and Miranda Tate being the real villain of the story after it's revealed she's Talia Al Ghul).

And in a fake British accent, no less.

I'm not at all saying that Oz is secretly The Joker right now.
Oswald Cobblepot is and will always be synonymous with the moniker "The Penguin" - I'm only stating the possibility that down the line in this series (Episode Four or Five), Oz, The Penguin, will eventually cross Batman, and during their skirmish an accident (of a chemical nature) takes place, thus having their Penguin turned into the Telltale version of The Joker. It'd be a nice, and honestly welcome, surprise.

So basically all the ground you have to stand on is... He's a skinny white guy. So he can be the Joker.
Same can be applied to Bruce, Alfred, Harvey, and Vicki if she wears an extremely tight purple suit.
Oh and that one line. Completely different context and metaphorical meaning.
I wouldn't call Bruce and Harvey "skinny"...

I'd agree and disagree with that.
First off, I'm agreeing with you. As some of us probably kinda catch on to the fact he's in pretty much everything. It's like Joker is DC's way of getting people to think 'Hey look, Joker, He's still really popular (which he kinda still is) let's use him as the catalyst to get more audience members. Which is a fair strategy, but he's been overloaded in everything, and if they want a perfect joker, the only person I think could play him would be Mark Hamill. Which brings on another reason why he shouldn't be in there. Although Hamill is brilliant and captures the Joker perfectly, all this stuff would overload him. Make him less passionate for it. Look at Jared Leto, he played Joker in Suicide Squad (which to me was a very enjoyable film, but I see where the criticisms come from) and most of his scenes were cut. This means we didn't get a good look at what joker was in that film, making him completely pointless.
Secondly, I'm disagreeing, because I think Batman isn't complete without him in some way. Maybe not having him physically there, but maybe just having him as a long lasting thought in his mind. Batman essentially needs him in some capacity. simply because we haven't been introduced well to other diversified characters.

The Joker is going to show up one way or another. Telltale can't keep him out of the loop forever; he's just too popular a character, and the opportunity to interact with an infamous supervillain like the Joker in the Telltale format is just too awesome for them to resist indefinitely.
That being said, the best thing they can do is to allow their version of Batman to fully develop before bringing in his biggest adversary. There's a huge danger to overexposing any particular villain, and that seems to be happening with the Joker right now (in movies, video games, animated spin-offs, etc.)
Give us a tease or stinger at the end of this season, like the card seen in BATMAN BEGINS. Maybe a shock cut to one of the Joker's victims - a hideously grinning corpse - just to alert the player that he's alive and well in this universe. This would help ramp up the excitement for season two.
That's how I'd do it, anyway.

It's pretty clear that they're going in a completely different direction with this penguin; judging by how little he tells Bruce, it seems like he's trying to keep his own role in his little revolution low key.
Besides, it's clearly a penguin mask. It would be too weird for Oswalt to be the Penguin AND the Joker.
What if the dude Oz is working with will eventually become Joker later on?
Bruce ain't skinny, no, but compared to Harvey? Damn.
