Hugo Strange will appear. You can clearly see him taking off a glove in the EP2 slide, as for the other villains you mentioned, I don't think so. We're getting pretty packed as it is with 4 possible villains on the plate (Harley Quinn, Bane, Hugo Strange, and the Joker), but as for next season it could be a possibility.
I'd love to see what take they have on Mr. Freeze, and what twists they could pull off with his attachment to Nora, his wife.

Mr. Freeze is one of the better Batman villains in my opinion. He's got real depth. Despite disagreeing with the wrong he does, he's an empathetic character, and you can't help (or at least I can't) but feel sorry for him because of Nora. There's a driving force behind his character.
Can I ask why your discussions always have six squeezed in the description somewhere?
I'm assuming he's translating something, but it always doesn't come out the right way.

And I don't understand that. Why would Batman use Nora as a hostage? We know he doesn't kill (and the other villains may as well), so how would he go about threatening Freeze with her?
I wouldn't mind a cameo from The Condiment King as this new age of costumed villains gains momentum. He's a fairly harmless ( unless armed with hotsauce... then there might be some doctor visits ), but could serve the narrative as far as the city's changing dynamic / how the appearance of these 'super villains' encourage others to get their 60 seconds of fame or inspire the mentally ill.
I do agree that Freeze is one of the ones I hope gets the TellTale treatment. I'd also still like to see Ra's al Ghul and Talia, as I think he'd make an excellent series villain.

Y'know, that would be a really realistic way they could get strange, goofy villains like Condiment King into the mix. Batman/Other extravagant villains would probably inspire others to try to join in, but a lot would probably fail in ridiculous way.
Maybe if we get to visit Arkham again I'd like for there to be a patient harassing people by squirting ketchup and mustard onto people :P
