Mystery Woman in the Casino...?
Hey guys, looooooonnnngggg time lurker here and this is my first post. Usually I just read what everyone else has to say but I haven't been able to find a discussion on this at all so I'd love to hear some feedback/theories.
I got some Vicki Vale vibes from the woman that you meet in episode 1 and what I mean by that is that you think at first glance, she is just a random person that you interact with but ironically it is one of the main villains staring you in the face. Recently I've been entertaining the idea of the mystery woman from the casino in episode 1 as Harley Quinn herself perhaps casing the place out for the Riddler or just keeping an eye on him since they seem to have a disagreement on his (Riddler's) methods. I'm not sure if Telltale just has a similar looking model, or if I'm being an idiot, but it looks to me as if Harley Quinn looks very similar to the woman in the casino. The entire experience just seems too weird/out of place to be nothing. Usually a random person that you interact with has a much larger role than they seem to have at first glance.
I'm on mobile right now so I'm not sure how to post images but I'm sure you guys know who I'm talking about and will be able to find some.
I thought I'd be interesting to hear what you guys have to say.

There is not much to it apparently. The theory that she was Harley Quinn in disguise has been debunked.

I think she looks like Harley, too. The other commenters seem quite sure in their belief that the mystery woman can't be HQ, but I haven't seen anything to indicate that.

One of the women of the Agency looked quite a bit like her, so I thought she was undercover but I guess not lol

Honestly, I think Telltale put her there just to showcase that "choices matter" - she can get captured based on your conversation with her. The reason she looks similar to Harley is probably because Telltale reused her model. They do that a lot.
It's a re-used model....They do this to save time. There are millions of re-used walker designs in the walking dead so this shouldn't be surprising.
I think it might be Julie Madison from the early Batman comics.
I know I am a bit late to this conversation, but I agree I do not think the woman in the casino was anyone important if it was there would’ve been something of significance that she has on her model, something she could say, or do. But the fact that Bruce can only beat up one henchman and she just stands there is a bit of a giveaway that she is no one special. If she was Harley she would’ve taken him acrobatically because she would not know that Bruce can defend himself and she would not wait for Bruce to react which we can see by the events in game where she just reacts or does things without fully thinking things out.
