Yeah, this one was a pain. I figured I *had* to use all birds (since the previous required such) so it took me 4 tries before I finally thought about not using a bird, even if it defied the rules.
if it is ok to break this former rule, why is it not ok to break another former, but also not repeated rule which said that every bird was maxed out on weight? (there is a solution where one of the birds pulls equal weight on both legs, but does not max out)
If we label the birds 1 through 6 from left to right, and the bags of gnomes A through E, why does the game consider the following solution to be wrong?

Bird 1 has both legs tied to bag A,
Bird 2 has both legs tied to bag B,
Bird 3 has both legs tied to bag C,
Bird 4 has both legs tied to bag D,
Birds 5 and 6 each have both legs tied to bag E.
This solution does not violate any of the specified limitations:
1) Weight limits per bird
- The mallards (birds 3 and 4) respectively carry 1.5 and 2 gnomes per leg.
- The owl (bird 6) carries the weight of 1.5 gnome per leg.
- The bluebirds (1, 2 and 5) respectively carry 0.5, 1 and 1 gnome per leg.
2) Birds may team up on heavy loads
3) Weight is distributed evenly between legs
- This is evidently the case for birds 1 through 4, which carry only a single bag each.
- This is also the case for birds 5 and 6, of which all four legs are tied to the same bag.
4) Lines can't cross
- Each of birds 1 through 4 is located almost directly above the bag it carries.
- Birds 5 and 6 are separated enough horizontally so that their four lines do not cross.
It appears that none of the constraints given by the game are violated by the solution, yet the game does consider the solution wrong (and adds the statement that 'there is only one possible solution'). What gives?
(Note: I've already found the 'correct' solution, but would still like to know why this particular one is rejected.)
I tried this, but apparently this isn't allowed? Rules could be a bit clearer on that!
If the conclusion is that all legs must be fully loaded (or a bird be completely unused, which seems rather arbitrary, but OK) then what's the point of the "freight must be balanced" rule? Maxing out the legs guarantees they are balanced anyway.

All in all, it's a pretty badly designed puzzle.
Maybe it could have been explained better (though I got this answer first try, no hints). And if the rules don't say that the hydraulic lifts
No, it's not intentional. I'm going to be fixing as much of this stuff as I can for upcoming platform releases and possibly another PC/Mac build.

The third bird is using two ropes in one leg.
Just link the bag and the leg and make sure the weight on that leg is at maximum
