  Well, first you get the beacon from Bosco's and go to the street. Then, you use the beacon on him, go back to the War Room, and launch the missile.
  Then you stop posting requests for help on a completely unrelated topic on a non-help forum, although I don't blame you because the House of Hints is pretty slow when there's no new game out.

  First, you change the date on the calender to Secretary's day, then you give Superball the position of Secretary of Defense (There's a ribbon on the desk).
  Then, you get the vodka from Bosco's and give it to Whizzer.

  Give him some slack, maybe he's just getting into adventure games or just missed an important clue.
  
  And remember, not all players understand English, the way S&M thinki (and do things) or american culture the way you probably do.
