The games are not US-only. The first season was released later in Australia than in most other parts of the world as Telltale was waiting for a more lenient ratings system to be in place (apparently, the OFLC added a new rating level on January 1, 2013). However, the game has been available to purchase and play in Australia since last February.
The second season isn't available anywhere yet, but should be available in Australia (at least from the Telltale website) at the same time as everywhere else.
