The scene in the sewers... [Spoilers]

Can someone please clear this for me?

TJ told Bigby that he saw a woman thrown into the water who had no head and cinder blocks tied to her ankles.
Later when we examine Lily's body we find rope marks indicating that she was the one thrown into the water.
What I'm confused about is that if the killers had chopped of her head then why throw her body into the river? And if this was done to hide away her body, then why was it later found on the doorsteps of the building at the end of Episode 1?
Did someone remove it? Or am I not following the sequence of events correctly? Has the game given any explanation to this that I have missed or is it that this is still a mystery?

  • Yeah I got that, my question is that how her body came out of the water and ended up on the doorsteps. Has this been explained in the story so far?

  • It's an interesting question and what I also wonder is where is Faith's body ? I think the killer only wants Bigby to find the heads and maybe he wanted to hide the rest of Lily's body so that Bigby doesn't suspect that it was glamoured to look like Snow unless he knew that it wasn't her.In this case,I think the killer was following Crane and thought that he was dating the real Snow.So he killed her to hurt Crane and he left evidence to frame him.But why ?

  • its probably dum and dee's boss,the crooked man so he could assign blame on crane and he wouldn't be suspected

  • if Crane was framed - for which there are some points to back up - Bluebeard seems more and more like a suspect. Cause terror, show that Crane is incapable of being the Deputy Mayor and then burst onto the scene, taking power and control
