Are your video card drives up to date?
Only one I know is that below 7 the F4 function (it shows the clickable parts of the screen while obscuring the rest) ceases to function.
For me, the main difference was:
1 - running the game fluently
5 - having difficulties to solve puzzles where the time is limited
9 - getting a nervous breakdown while trying to hit anything with the mouse cursor
Ditto. I didn't notice any particualr difference in the graphics by turning it down to 5, but it the mouse was so much easier to move around, especially in the title screen.
I had no problems navigating with the graphics turned up full-blast. To me it seems the most you lose is some dynamic shadows/lighting effects and some smoothness. However I also play in windowed mode so I don't get quite the full experience, compared to some, and I also have a decent computer (about 2 years old, a laptop, but sufficiently souped up so I can play some MMOs).
No readme explaining it?

I'm sure not *all* Toshiba craptops are lap. I mean Laptops are crap.
I have that style dvd drive in my PC too, and I have to slam the tray shut to stop it opening and closing 3mm by itself continuously.
Call it a BAD support. Man... .. no manual, no readme, nothing, nada.
Pretty sure this has already been answered in another thread, if you search.
1, 2, and 3 are the very basic graphics settings and your hardware needs to support at least Shader 1.0.
4, 5, and 6 add some better lighting, AA, and all of that jazz. Your hardware needs to support at least Shader 2.0 to run this well.
7, 8, and 9 add full-screen post-processing effects. Your hardware needs to support at least Shader 3.0 to run this well.
Bump, normal, and specular mapping fall in there somewhere -I'm not sure where exactly.
Also, you can probably try to run the game at a graphics level that your hardware doesn't support, but that means that support will be emulated on your CPU which will make your computer cry.

Anyway, the graphics setting is about as simple as can be and still people fuss over it? Just set it to the highest number at which you get a decent framerate. That's it. This isn't like some hyper-realistic action shooter where you're going to have a noticeably different experience based on the graphics settings.
I just bought a Radeon 4850 for 137 € (~194$) incl. shipping. It runs fine at 1920x1200 and graphic level 9. The best of all: It is passively cooled, which is important to me, because i hate cooling solutions with noisy fans. And it only needs 13 Watt more than my old 7600GT while in idle, which is important to me concerning heat and energy costs.
My whole system idles around 115 and 150 Watt. Now that i see that i should try to optimize the cpu settings, so it doesn't increase the speed for every few percent of load.
It's a Phenom II X4 940, which due to it's 4 cores has plenty of power for multiple desktop applications even if the cores run at only 800-1300MHz.
Now that was the second longest off topic i've ever seen.
