Tales of Monkey Island episode 4-5 got pretty emotional.
In my opinion, Back To the Future was.
The final season of Sam & Max did really well in that regard. The final 2 episode of Tales of Monkey Island also had some emotional moments. Back to the Future as well in this regard.
Back To The Future Episode 3 & 4.
I also thought the end of Jurassic Park Episode 3 was pretty emotional.
Tales of Monkey Island was the beginning of Telltale's trend towards pulling at your heartstrings. All of their seasons after that did so (except for Hector, which was a Straandlooper-Telltale co-production, and Law & Order: Legacies, which had an interesting story, but it was kind of dry). Even CSI: Fatal Conspiracy had me cry at one point (and, believe me, I was quite surprised at that, having played all of Telltale's previous CSI games, I was really not expecting that).
So, if you're looking for the most emotional Telltale series prior to the Walking Dead, the series produced from ToMI on are: Tales of Monkey Island (chapter 4), Sam & Max: The Devil's Playhouse (episode 5), CSI: Fatal Conspiracy (case 3), Jurassic Park: The Game (episode 3), and several moments in the final three episodes of Back to the Future: The Game.
Sam and Max: The Devil's Playhouse, Tales of Monkey Island, and Back to the Future all have some pretty emotional moments.
I have no experiences or knowledge about Tales of Monkey Island or Sam and Max. The only Telltale game I know before TWD is Back to the Future. And in my opinion, the last two episodes was pretty down emotional, when Marty has to help young Doc dealing with him questioning his worth as a scientist and himself and the final episode dealing with him reconciling with his father and the importance of family. I definitely like the emotional vibe in the last two episodes.

I'm one of those few who actually liked Jurassic Park - The Game.
As you expect from Jurassic Park story that's based onto films, things go south and T-Rex "final boss" encounter is quite intense.
Do you save them both or does one of the characters you actually cared for turn to snack? Yeah.
Oh yes and Sam & Max - Season 3. It shows that even Sam and Max can die. They're hard to kill but not invulnerable. Probably most emotional end credits the Telltale Games has ever done. Character that makes the series popular suddenly die just before end credits is just plain emotional.

Lol and it's also one of best troll endings Telltale Games has done. It's surprising how much story integrity they have to use Season 2's plot point to show that there are more than one Max in the various worlds.
Yeah. It's a pretty nice tieback to the second season, and also a nod to the comics (and the television series, as the story was adapted for the show), as this isn't the first time Max has died and come back. They actually did something similar to how Mama Bosco tried to bring him back in Bad Day on the Moon, except it worked there. So for comic readers (or for fans of the TV show), it was a double shock for it not to work, so the reveal at the end would be even more of a surprise.
