I don't see how this would create peace. Plus, the Forresters aren't in control of Ironrath anymore.
Maesters don't have any political power, or at least they aren't supposed to. They're supposed to serve their assigned house with all of their maester knowledge and skills without question. Not only would an alliance never be forged by a maester, but nobody would trust a maester who wanted to have such an influence on non maester things.
Houses don't have maesters, Castles do.
The maester would be the Maester of Ironrath, not House Forrester. He would be sworn to serve whoever held the castle without prejudice.
Secondly there is no way the Citadel would be bone headed enough to put sworn enemies together. When a maester takes his vows he forsakes his former name and house, but there is no way a Forrester would ever trust Ebbert Whitehill, and there is no way the Citadel would expect Ebbert to faithfully council the family that killed his father/younger brother. There's just way too much opportunity for conflict and betrayal. That would spit in the face of everything the Citadel has achieved, and cast doubt on every maester in the kingdoms.
In the same way the Citadel would never send Ebbert to Highpoint, because if the castle was ever taken he'd be expected to faithfully serve the men who (at best) took his family's castle and at worst, took their lives.
Maesters are deliberately selected so they don't have ties to the House that currently holds the castle they serve.
