They definitely did not. In fact, I believe I contacted them about it on August 26th and they did not offer a refund. This was their response:

I think Mac owners who preordered it should really get it for free at this point. Our pre-order money is being used to develop the game that at this point is 4 months overdue.
The refund emails I were alluding to were sent later in November; however, if you bought it from Steam, you should easily be able to get a refund through the Steam Refund service if you have not played the game yet.

But I want to play the game. I don't have an iPhone or Android phone, so my Mac is the only way to play the damn thing. At this point, I just think TTG should do something for me and all other Mac users. My preorder money funded the iOS and Android versions, some people even got the first Episode for free, and at this point I just feel slighted.
Getting a refund really isn't the goal at this point.
I want the game I paid for, and I want TTG to make it right. Make it free, discount it, whatever. I paid money upfront for a game I still haven't received, a game I still want to play, and a game I will continue to wait for, because I paid for it and TTG owes me that at least.

If you've pre-ordered on Steam, ask them for a refund and explain that they have not yet released the game for Mac and have not shown any signs regarding if the game is still planned to release on Mac (which is the platform you intended to play on).

I believe they sent out emails a while back, offering refunds for the Mac version. If you don't find it, check your Spam folder.

I had to ask for Steam store credit, and I had to make it clear that the game I preordered hasn't been released yet, but I did get a refund.
