My Theories About the Chemical Agent, and Ace Chemicals Fire
Here are my own theories about the Children of Arkham's chemical agent, and the Ace Chemicals fire mentioned in the news. And be warned, this is also a prediction for a potential flashback.
One of the key ingredients, was stolen from Ace Chemicals. In other words, I think the Children of Arkham are somehow linked to the fire at Ace Chemicals.
They hired a group of gangsters to get said ingredient, one of them taking on the Red Hood mantle. And of course, Batman shows up, through keeping a close eye on the criminals of Gotham... as usual. As Batman battles the gangsters, one of them escapes with the ingredient, while the "Red Hood" watches. As soon as Batman takes out the crooks, Red Hood tries to escape through the balcony. But the Bat grapples to said balcony, and pulls out some handcuffs. Backing away from the Dark Knight, Red Hood trips on his own cape, loses his balance, and starts to fall. Batman tries to save him, but Red Hood's glove slipped off, and he falls into the chemical vat. As the bat looks on in horror of his failure, the gangsters start to come to. Little did they and Batman know, one of their fired guns mistakenly hit a puddle of chemicals, causing it to slowly burn to a barrel/vat it's leaking from. As soon as the first explosion occurs, the gangsters flee, while Batman manages to capture at least one of them. End of flashback.
That's what I think happened, but we'll just have to wait and see. Also, don't criticize me for bringing up the possibility of the clown prince of crime appearing.

Okay, could happen. But I don't think that the Joker has been made yet or the Red Hood has appeared to Batman yet. Thus, that flashback could not happen. This series focuses on the early career of Batman, and I don't think he's had that encounter yet. But yes, Children are linked to the chemicals theft and Ace fire. Chemical: they want to make a superweapon. Fire: I don't know. But maybe.
Also, thats too similar to The Killing Joke. Telltale is going for being as original as possible, so if Joker does appear in the game, I doubt he will have the same origin story of Red Hood and falling into the chemicals.
Except my theory is mixed with the origin shown in Under the Red Hood, and the 1989 Batman film. And if memory serves, none of the Joker's previous origins involve Ace Chemicals being set on fire shortly before he fell into the chemical vat.
