An integral part of ep3 choice didnt carry over to ep4

I went to Harvey in ep3 when I had to choose between saving him or Montoya Renee and later i see that Montoya surrenders her police badge to Gordon and says she'll do 'something' about all this situation. In ep4 when in Vale house i see her on duty with Gordon (you guys must have noticed how she was acting normal and doing her duty)
Is it a bug? Did this happen for everyone?

    I believe that this was supposed to happen. Even if Montoya hands in her badge, she becomes reinstated. The newspaper in the Bat Cave explained this by saying something along the lines of her actions being out of her control due to the affects of the drug. Of course, if your game was like mine, the newspaper was unreadable.
