Performance Problems

So the Performance on my System is terrible, even though it is definetly not a Problem due to bad hardware.
I have an RX 480 8GB, an Fx 8350 and 8 GB of Ram. But still i the Picture freezes every few seconds (Sound keeps playing) then it goes back to normal and freezes again a few seconds later.
It doesnt matter if i play on the highest or lowest settings, it always occurs.
