How did Penguin not figure out who Batman was?
Im referring at the scene from Wayne Tower in Episode 5 when Batman goes in Coblepots office and he's gear starts to malfunction.
Not only then, also he's encounter with the batdrone at Vicky's parents place when the explosive didn't work.
Wouldn't it be too much of a coincidence to see Batmans gear act up at the same time that you are hacking Bruce Wayne's tech?

People who get too close to it often end up reaching the conclusion that Vicky reached too: "Bruce Wayne's has Batman on his payroll".
Because Bruce Wayne is seen like just some playboy who would never risk his neck like that, but who has enough money to pay for Batman's tech.
Agreeing with @Abeille I believe it's a situation of that he reaches the conclusion that Bruce is working with Batman. If you gave Vicki the Falcone data in episode 1, she figures out that Bruce Wayne and Batman are connected somehow but she draws the conclusion that Batman gave Bruce the data. To anyone in the actual story the idea of Bruce Wayne being Batman is absolutely mental so they almost always draw the next logical conclusion that they're working together.
