Is it just Jesse and Petra/ Jesse and Jack in Prison?

I need answers for this 'cause Radar is in the Cover art of Episode 3 but The Admin only sends Jesse and Petra/Jesse and Jack

    Maybe he was mad and send the others to jail too...

    I'm hoping Radar and Lukas will be sent there too, since they were going to "wait outside". I imagine that, after waiting for a bit, they would come back to see why Jesse and Co. didn't join them, which could be an opportunity for the Admin to send them to the prison too.
