Romeo was obviously a fan of Jesse before Episode 2. I think he just designed shields with their logo on them to show his passion and love of him and the Order.
I think that the Sunshine Institute has been down there for ever so I think Romeo knew the Old Order of the Stone
I'm pretty sure its just a cool easter egg from the developers.
