302: Getting Charlie in reel 2

Been trying to get Charlie from Nefertiti. I talked to her on the ride home in reel 3, but nothing really tipped me off on how we got him from her. I got Sam & Max eaten by Spot, and noticed that he gave Nefertiti and Charlie the cookies, but attempting to give them the cookies does nothing. Do I need to look towards another reel? I can't pass The Big Reward's very opening and I'm fairly sure I've done everything I can in Reel 1... Any hints?
