Having problems with the storm cloud

I got the storm cloud banned, however since it is banned I can no longer get Max to transform into to get the last accessory from Grandpa Stinky, I have done all dialogue option including salute and kneel but nothing works. So can someone help me out?

    You need to get something else banned such as toasters first and THEN use the storm cloud on Grandpa Stinky.
