Help with penal zone!!!

Ok so I am at the part where you give harry the mole man the vacation ticket, and when I talk to him, I dont get the "lottery" option, so he won't except the ticket....Is there something I missed doing? Please Help!!! :confused:

    Go to Stinky's and use Future Vision with everything
    Especifically, with the radio
