All games can be registered on steam, there is an option somewhere on steam.
Go[sh], you are trying to mislead the chap. You can activate it as a Non-Steam Game, which means no stat tracking or achievements or whatnot. If you preordered the Devil's Playhouse, you can get a Steam key for the season at http://www.telltalegames.com/tf2hats . If you own Poker Night on Telltale, you can register it with Steam using a key at http://www.telltalegames.com/tf2items . They only were given these because they were for TF2, any other products will not recieve Steam Keys. The only reason the Humble Indie Bundle recieved Steam Keys was because it was for charity and not for profit.
