    This wouldn't of been made in 2011, in the comments he states it was made for Freelance Police.

    My guess is this was for Freelance Police, seeing as Jake said it was 'almost' ten years old. Therein, we have rough outlines for what the villains for Freelance Police would have looked like hooray.
