How do I get the binoculars from Bosco?

In Bosco's store, there is a pair of binoculars lying on the counter. Whenever I try to take them, Bosco stops me. How do I get the Binoculars? Thanks for helping.

    It comes later in the game.

    Highlight:
    Later bosco joins reality 2.0 and then you can take them.
