You know, I've always wondered...
If Valve has a sale for 60% off, does that mean
A) They have to reimburse tell tale games $15. Tell Tale knew of this sale and were in no means pressured to agree to it
C) Valve said "the hell with you, we just want to collect money" and forced the developers into the sale... and laugh evil laughs as they collect their "sellers fee".
Nobody has to reimburse anybody, Valve still get the same percentage of the profit that they were getting before but they obviously get less money on each sale because the game is selling for less. Telltale and Valve would have both agreed to the sale and both profit greatly because of the sheer volume of people that take advantage of Steam's great sales and go on a buying frenzy.

I mean, it does seem awfully peculiar.
