iPad - Error: Unable to complete purchase [issue-63201]

I purchased Walking Dead for the iPad from the German App Store on sept 13th and played through Episode 1 with no issues.

On my iPad, it does not let me purchase the multipack though. When tapping "Buy Now" it gives the error message: Unable to complete purchase: this account cannot currently make payments.

I have checked and my iTunes account *can* in fact make purchases. I can purchase other apps in the app store with no problem. My iTunes account runs under ****@****.de (see issue 63201 for mail address).

I have submitted the above description to support on sept 14th and received a confirmation email.

I restarted the iPad multiple times without avail.

Trying to get around that issue (and not getting any reply from support), on sept 17th or 18th I purchased the multipack through my iPhone (this worked). Unfortunately, TWD on my iPad still doesn't show the purchased multipack. Same error when hitting "buy now". I don't really want to play TWD on my iPhone (can't see things very well), but on the iPad, so I would really appreciate your help.

I sent the above to support on the 18th (I think). I have checked my spam folder etc, but have not received any reply so far on any of my mails (with the exception of the automated confirmation email).

    If I may, I will post your answer here for everyone's benefit:
    Please navigate to your Settings menu, select the General tab, find 'Restrictions', select that, and then scroll down to allowed content and make sure 'In-app purchases' is turned on.

    Indeed, I wasn't aware that in-app-purchases were disabled… how did that happen… D'oh!

    Now I get a prompt that asks if i want to purchase it.

    But I just want to download the multipack. The iOS popup/prompt asks me if I would want to BUY the multipack for EUR 11,99. This looks like I will be charged for this download on my iTunes account (which is the same on iPad & iPhone by the way). I already purchased it on my iPhone, however. So… I'm assuming that I won't be charged again (fingers crossed)… Right?

    You will not be charged as long as you are logged in to the same account that made the original purchase. Please note that the multi-pack and individual episodes are considered different products. So make sure that since you bought the multi-pack originally, that you buy that again and do not try to purchase each episode one at a time.

    Thank you again. I tried and indeed it said that I can download the content for free since I already purchased.

    Summarizing Matt's latest support mail, it's important is that
    a) you are logged into the same iTunes account with which you originally purchased.
    b) don't tap buy on episode 2 if you originally bought the multi-pack. iTunes is not smart enough to know that one is part of the other. If you choose to buy it, it WILL charge you for the episode. If you originally bought the multi-pack, tap on the multi-pack, even if you just want to download episode 2.
    c) you still get the question if you want to buy for $/EUR xyz no matter if you bought already or not. You need to tap Buy here, even if it seems to indicate that your purchase is not known to iTunes.
    d) THEN, AFTER tapping Buy in the first prompt, you get a prompt stating that you already bought this item and asking the slightly stupid question whether you still want to download it for free… Tap OK.
    e) THEN, the "buy" button next to episode 2 changes to "get". Tap to download episode 2.

    Maybe this helps one or the other.
