I finished the episode 10 minutes ago, and when Bloody Mary asked the Tweedles what the mundies call her, I was like "Wait a minute... IT'S BRANNIGAN OMFG PEWINCXOEWFN" but then she said she was Bloody Mary 
They look so alike, though...

I suspect it's just Telltale re-using the base model from Brannigan to make Mary rather than them actually being the same character, but still. The option's there, if nothing else.
And didn't they have clip-on earrings in the 80s?
I'm not seeing the similarities, to be honest... Eyebrows at different distances from the eyes, different lip sizes, lip arch, shape of the ears (brannigan's are pointier) , chin (mary's is pointier) and nose (mary's is bigger and pointier). The only thing that really matches is the size of the head and the way they're turned to the side.
No, eye and mouth areas are different.

I was wondering what the hell Brannigan was doing there with Dee and Dum. But then it was revealed that it wasn't actually her.
Because they are girls, slim and ginger, they look alike? Not imo.

Personally I find that suspicious.
(This is my way of saying that I don't see any similarity)
If they ARE similar though, perhaps it's just because after the story was re-written during the Eternal Gap of Waitingness (and the chapter select screen changed to reflect the lessened involvement/importance of the detective) then maybe they just decided to reuse aspects of this model they already had lying around for this new character.
I still don't think they look alike though.

They both look similar, though not entirely the same. Kind of like how sisters look like one another... New theory!
I don't think I ever heard of Bloody Mary. I'm more familiar with Candyman. There might have been another one I guess.
Her smile reminds me more of that psycho Russell and Wyatt dealt with in TWD 400 days.

I thought the exact same thing lol I was like "WTF what's the detective doing here? Why is she evil?" Plus if you go to the tweedle brothers' office and look at Detective Brannigans file there's a note saying "keep an eye on her" next to a newspaper article about what happened at the police station. I duno it's possible I guess

I think Telltale is just using the same model as base for both women. Personally, i don't think they're the same person. For one, they don't look much alive, other than a few traits, and they don't have the same voice, or personality.
At first I thought she looked a bit like Rachel with the freckles and the eye color. Would be cool if she hadn't been killed and grew up to be Bloody Mary. XD
