Who Do You Think's the Bigger Villain?
(Bloody) Mary or The Crooked Man?
Mary obviously has it going for her. She's calm in bad situations, relentless, and crafty.
The Crooked Man though, looks like he's behind almost if not all of this. We don't know much about him, but we know he's to be feared. Much like (I can't believe I'm going to make this analogy) Darth Vader. Mary only seems to be his bounty hunter.

Nobody's to be feared when you're the "Big Bad Wolf." Bloody Mary is just smart and a bit too cocky. I have no fear of her. Same with the Crooked Man. Smart.

The Crooked Man. As badass as I think Mary is, all she is is muscle for the Crooked Man. She's like the Tweedles, only a bit higher up and more of a psychopath.
I think Mary is scarier than The Crooked Man because she is the one who fights. The Crooked Man just sits there while Mary had to do the dirty work. She also has the power of the silver bullets. I am not saying Bigby should fear her for that, I am saying that she is scarier than The Crooked Man.

Well, I think it's clear that The Crooked Man is the bigger villain as he's the one behind it all while Mary is some sort of assassin working for him. That being said, Mary is so far the more interesting villain. But, the could very well change once we actually meet The Crooked Man.
I also don't think that Mary will stick with the Crooked Man until the end, she'll probably end up bailing on him once things get really serious in Episode 5. Telltale could do that to leave it open for her returning in a second season if there is one, but even if they don't know still by the time this Season is done, it would be smart to leave it open. Though, if they don't, then it should be a pretty amazing battle/death scene.
If they don't, then the Headless Horseman would still be a good villain.
Probably the Crooked man. It seems like a situation in the comics (The March of the Wooden Soldiers story arc) Where Baba Yaga was sent in disguise by the adversary. She herself was a villain, but the Adversary was the stronger villain.
The right hand seems like the worst some times, but these people would never follow someone they don't consider above them. If they didn't fear or at the very least respect their power and evilness, they would challenge them, betray them or leave them.
The way she obeys to a wave of his hand without the slightest sign of displeasure, clearly shows us who is who and the relationship between them. A leashed dog that obeys it's master's whistle.
Plot twist: Crooked Man is the Stranger/Campman. Five years before the apocalypse.

Does The Crooked Man have a glamor, because in the game his neck was all snapped and scary looking?
The crooked man is definitely a big baddie but he could be a pawn to somebody even higher up than him...

I hope so. I think Telltale basing their Crooked Man's design off the other game would make for something scarier than all of the zombies in The Walking Dead put together.
I'm sure the crooked man is 'bad' but I don't think he's the big baddie and I reckon the true villain hasn't been shown or heard of yet.
I agree that The Crooked Man is also a pawn just like Bloody Mary. It got me thinking once I remembered what Aunty Greenleaf had said. Something to the extent of "there are things here far beyond your comprehension," and "you have no idea whats going on here, do you?"
