Blue Beard. He chopped off the heads of all his wives and kept them in a small room on display - where, apparently, they could still talk to the newest wife.
I thought about it too... from the first episode and I'm not the only one so it might be too obvious but we can't know yet. If it's not Bloody Mary the assassin it could be the Horseman, or Bluebeard or almost anyone else. I love the mystery so far I can't wait for the big reveal to actually see what's going on.

Crane is not the Headless Horseman. Crane is the guy who kept seeing him in the story. Your statement kind of made you sound dumb, just saying.
