Hidden because he doesn't talk etc. Also he is always around somehow cab etc he has something to do with the story

    Maybe they tried to create him as a character and make him a reused model at the same time. That would explain why he had a line in episode 1.

    Yes, in episode 1 when Snow comes and tells you something happened. You meet him on the way, he only answers to Snow`s salute.

    It's possible that Cryer's model is simply used to represent background citizens, and that his character isn't meant to have a canonical story. This is supported by the fact that he often appears in completely different places in short amounts of time, or even at the same time. For example, when Bigby arrives at the Trip Trap in "Faith", Cryer's model is seen driving the taxi and sitting by a fire in an alley at the same time.

    From the official wikia. I don't really support the "Cryer" theory to be honest.
