I assumed it was Woody's axe, because from what I picked up, they seemed to have a bone to pick with each other. Could be another one. i'm just not sure.
We can't be sure, but the only legendary axe we know is Woody's, Bigby mentioned Jersey came to Fabletown before too so it's possible.
It is probably Woody's axe, seing as how they were all lovey dovey towards each other.
