Who took all the photos?

There are many photos around the game... the bunch of photos found in the hotel (which looks like left there on purpose), the bunch of photos in the metalworks... Who took them and why??

    I would assume the Tweedles since they were the ones that TCM usually sent to snoop. They were "detectives" after all.
