Missing Executable - Cannot open game

I get an error message saying "Failed to start game (missing executable)". I have tried literally everything on the steam page including deleting the appcache, running as administrator, flushing app files and verifying game files. I have also uninstalled some programmes that be disruptive and have tried turning off realtime scanning on my anti-virus. Nothing has worked so Steam told me to come here. Was wondering if there is anything I could do.

I apologize for the inconvenience. Please try uninstalling the game, and changing the download region from which your install file is coming from. To do this, please click View on the top left of the Steam window, and click Settings from the drop down menu. Once the Settings window is open, click on the Downloads tab, and under the Download Region section, try switching to a different region using the drop down menu. Then close the Settings window, and restart Steam before attempting the download again.
