How do I stop Specs?

I know it has something to do with the spray can and the graffiti and messing up Specs graffiti, but what else do I have to do? Does it involve the parking meter, the van, what?

    You need to talk to Sybil. She will give you information about what you need to do to stop the soda poppers

    I talked to Sybil, and all she said was to knock out the soda poppers, which I already knew.

    Hint 1:
    You're on the right track with the spray can. Notice how messing up his graffiti makes him move around? Try to position him in a spot where you can easily knock him out.
