Help with Chapter 3 of Episode 2

I need help with Chapter 3. My inventory includes:
- plastic toy shovel
- Cotton Candy (or "candy floss" as it is called in the game)
- Flowers from Ms. Flitt's garden
- toast

So, I need help with

A.
getting the Gavel from Mr. Paneer
, and
B.
finding and maybe finding out how to obtain the other doggy sailor hat

Can anyone please help me?

    now how can we get mr Paneer to put down that
    -Gavel?
    Hint:
    -Have you asked PC Dibbins to interview all three of his suspects?

    Answer:
    - Ask Dibbins to question Mr. Paneer, and he will put down the candy flossed gavel, allowing Gromit to take it.

    Same for A. In fact, I beat the game.
